Is there any way to have my iPad MobileNoter data overwrite and completely restore my OneNote data on my laptop? Our IT company wiped my data off my laptop and I don't want to lose it all.

Jeff, sorry, but it's not possible to integrate a notebook from iPad into OneNote, if this notebook doesn't exist in OneNote.
